The iPhone SE (2nd generation) has no 5G modem, so Voice over 5G (VoNR) is not available on it with any carrier.

Why does Voice over 5G (VoNR) depend on my iPhone?

Carriers ship settings for each iPhone model separately. The same carrier can offer a feature on newer iPhones and not on older ones, or the other way round.
